Moreau Catholic High School is committed to empowering the safety, health, wellness, happiness, and success of each member of our diverse Mariner family. We all assume risk when we leave our homes, especially during a pandemic. Moreau Catholic High School is dedicated to continued learning and supporting the outstanding achievement of our Mariner family in 2020-2021 regardless of what form school takes. We appreciate the tenacity and resilience of our faculty and staff and we pray for the continued health and safety of all community members. 

Schedule and Learning Models

Moreau Catholic High School is committed to providing students with opportunities for in-person learning when it is safe to do so and returning to our traditional learning model when possible. We recognize that in-person learning is optimal in many ways, and distance learning is a short term necessity during COVID-19. Our hybrid model blends both in-person and distance learning formats to meet the re-opening requirements provided by the Alameda County Department of Public Health. Families will have the option of choosing to have their students remain in the distance learning, virtual-only model for the remainder of the 20-21 school year. 

Learning Models:  

Distance Learning – Our distance learning model began in March 2020 and has continued with improvements during the fall semester of 2020. In distance learning, our campus is closed and school remains open through remote virtual instruction. 

Our distance learning model includes daily live Zoom instruction, attendance taken each class period, and use of our learning management system Canvas for daily agenda and assignments.  

Hybrid Model Traditional –  The hybrid model combines in-person learning with distance learning. On a given day, half the student body is on campus for in-person instruction and the other half join from home through Zoom. Students are split by last name in the alphabet, A-K and L-Z. 

Teachers will create lesson plans and assignments where students can achieve the learning outcomes whether they are on campus or at home. In-person instruction will foster the important connections between teachers and students in the classroom setting. All MCHS classrooms have been measured for safe occupancy and furniture has been moved and modified to allow social distancing in compliance with county and state guidelines.  

We know that our return to on-campus learning will be an adjustment for everyone, and we are planning for a gradual re-entry to begin as early as January or possibly later as follows: 

  • Week 1: Distance learning for students, teachers teaching on campus in classrooms; time to test new technology and collaboratively plan 
  • Week 2: Distance learning for students, teachers teaching on campus in classrooms; on-campus student orientation days led by deans in the afternoon 
  • Week 3: Phased hybrid instruction launch with teachers and some students on campus, beginning with seniors
  • Week 4: Continued hybrid instruction launch with both teachers and students on campus for frosh, sophomores, juniors & seniors in their A-K and L-Z groups

Cohorting:
The realities of a high school class schedule creates challenges with establishing a cohort of students that stay together for all courses and activities.  Recognizing this, we will stress the importance of face coverings, social and physical distancing, and limiting group gatherings.  Desks will be placed a minimum of 6 feet apart and arranged to face the same direction to minimize face-to-face contact.

Additionally, we have created separate break and lunch spaces for students and staggered release times to minimize opportunities for students to gather.  

Co-Curriculars (Clubs & Academic Teams), Retreats & Spiritual Formation, and Athletics are vital components of a Moreau Catholic education and will resume as soon as it is safe to do so, following the best practices recommended by Alameda County, the state, and CDC.

Social and Emotional Learning & Wellness 

MCHS will continue to implement SEL in our tone-setting and curriculum concentrating in the areas of:

  • Self-Management
  • Self-Awareness
  • Responsible Decision-Making
  • Social Awareness
  • Relationship Skills 

These areas will help to reduce anxiety for our students as they start the hybrid model. We want to ensure that students have the tools needed in order to follow state covid guidelines and respect all students, faculty, and staff.

Additionally, all of our counselors are available to students and families throughout this time for virtual appointments, both in small groups and 1:1. Please check our counseling page on our website if you need a reminder of your student’s counselor and their contact information. 

On-Campus Habits

The health and safety of our students, faculty, and staff is our overriding priority.  As the coronavirus (COVID-19) pandemic continues, we are monitoring the situation closely and following the guidance from the Alameda County Public Health Department, California Public Health Department, and the CDC.  

Students and staff will be alert for COVID-19 symptoms and will know to stay home if they are experiencing any symptoms.  Signs and posters outlining COVID-19 symptoms will be up in high traffic areas.

Supplies, equipment, and utensils will not be shared among staff and students to the extent feasible.  When items must be shared, the school will clean and disinfect these shared items.

We will minimize staff and students’ contact with high-touch surfaces by propping open doors during arrival and departure times and passing periods.

 

COVID-19 Health Screening:
All employees and students must perform a daily health screening at home prior to coming on campus and should not come to school if they are sick or are experiencing any COVID-19 symptoms.  Moreau Catholic has contracted with VisitU, a mobile app for checking symptoms, that must be completed by students and staff before coming on campus.  When coming through their assigned entrance, employees and students will show the campus supervisor or Dean their green screen.  The supervisor at each point of entrance will do a visual check of individuals coming through their entrance. Face Coverings:
Face coverings are a simple barrier to help prevent respiratory droplets from traveling into the air and onto other people when the person wearing the face-covering coughs, sneezes, talks, or otherwise raises their voice.  This is called source control.  

Face coverings that cover the nose and mouth are required at all times (except when eating or drinking) while on campus for all students, faculty, staff, and visitors.  Gaiters and bandanas are not considered adequate face coverings.  Face coverings should follow appearance code guidelines in Section 10.1.7 (pg 46) of the Handbook.  

It is recommended that staff and students carry an extra face covering(s) with them.  The school will have disposable face coverings available for individuals who do not have one.

Visitors:  Moreau Catholic will limit any nonessential visitors and volunteers.  Visitors will be required to complete a symptom screening form and are required to wear a face covering.  Visitors will be admitted to the extent that physical distancing of six feet can be maintained.  Six feet distancing markings will be clearly visible.  

Healthy Hygiene Practices

As the CDC explains, COVID-19 in schools is on a “continuum of risk”.  This risk increases when there is an increase of in-person learning.  However, this risk can be mitigated through the use of the following “mitigation strategies”:

  • Students are divided into groups that are staggered between in-person instruction and distance learning
  • Small, in-person classes, activities, and events
  • Students and teachers do not share objects
  • Students, teachers, and staff follow all steps to protect themselves and others such as proper use of face coverings, social distancing, hand hygiene, and staying home when sick
  • Regularly scheduled cleaning and disinfection of frequently touched areas implemented with fidelity

Campus signage reinforces daily hygiene routines and is widely posted, disseminated, and encouraged through various methods of communication.

Frequent Hand cleaning:
All restrooms are equipped with soap dispensers.  Frequent handwashing with soap and water for at least 20 seconds is recommended, especially before and after meals, after using the restroom and after touching your face.  When soap and water is not readily available, alcohol-based hand sanitizer stations are set-up near classrooms and high traffic areas.

Whenever possible, equipment and supplies will not be shared.  If classroom or office equipment needs to be shared, it is recommended that a tissue or paper towel is used to avoid direct contact.  Equipment and supplies that are shared should be wiped down after use.

Entering, Exiting, and Movement within the School:
Students will enter and exit campus through designated locations:

  • Frosh (Class of 2024) – Main Entrance 
  • Sophomores (Class of 2023) –  Capurro Plaza 
  • Juniors (Class of 2022) – South entrance of Main Building (near B-Hall)
  • Seniors (Class of 2021) – Breezeway 

Physical Distancing:
Physical distancing reduces the number of in-person contacts and is an essential practice in ensuring a safe school environment.  

All activities, instructional or otherwise, will support physical distancing and will be implemented across the entire campus at all times.

Students will follow the signage and markings around campus to ensure social distancing.  Stairwells will be marked as either UP or DOWN to allow social distancing during passing periods.  While walking in the hallways, students are to stay near the sidewalls (lockers) to keep the middle open and ensure a minimum of 6 feet from individuals moving in the opposite direction.

Students will not linger outside their classroom until the bell rings.  They will move into the classroom when they arrive to prevent a back-up that forces students to be too close together.

Food can only be eaten in designated areas: benches along the theatre; benches along the Art Room C; benches at Mother Mary Grotto; tables outside the ISC.  

Vending machines and community microwaves will be out of service.  Drinking fountains will be covered and staff and students will be advised to bring their own water bottles to fill at our water filling stations.

Cleaning, Disinfection, and Ventilation

All Daily cleaning will follow strict CDC mandated guidelines and best practices:

  • Victory Electrostatic Sprayers using ph7QDual and Bioesque Disinfectant will be used on all hard surfaces daily.
  • Disinfecting of high touch points including door handles, elevator buttons, and stairwell railing will be performed throughout the day.
  • Disinfecting of all restrooms surfaces and partitions will be performed throughout the day.
  • Students will also wipe down desk/workspace surfaces before use with provided disinfectant products
  • Athletic facilities including locker rooms, weight rooms, and indoor practice spaces will be disinfected between each team practice.

Ventilation:  All classroom windows and doors will be opened 2 hours prior to the start of the school day and will remain open for two hours after the conclusion of the school day. Interior doors will be propped open in the main passageways and stairwells to avoid the need to touch handles.  Every effort will be made to maximize fresh airflow throughout the buildings. Staff is encouraged to have their office windows and doors open whenever feasible.  All classrooms with ceiling-mounted fans will have the airflow directed up and out of the room and classrooms with portable fans shall have the airflow directed away from students and teachers. Offices, classrooms, and sick rooms without a functioning window for outside air will be equipped with portable HEPA air filtration units. All existing HVAC systems have had recent service including filter changes and adjustments to the units to maximize outside airflow.

Testing of Staff and Students

We are adhering to Alameda County’s recommendation to have faculty and staff tested in order to detect pre-symptomatic and asymptomatic infections.  Faculty and staff are required to test monthly (a PCR or molecular test).  We will provide on-campus testing monthly and look to add more testing dates (possibly weekly) to allow for students to be tested.

COVID Positive and Contact Tracing; COVID Exposure; COVID Symptoms

The COVID-19 virus spreads mainly from person-to-person, especially if people are within 6 feet for at least 15 minutes, even if you both wear face coverings, or if you have multiple shorter periods of contact that add up to 15 minutes or more in a day.  Infected droplets are released when talking, coughing, sneezing, singing, exercising, shouting or other forms of increased respiration, but the use of face coverings by everyone can limit the exposure.  

If an employee or student tests positive for COVID-19, the following protocols, adhering to guidance released by Alameda County Public Health Department and Office of Education, will be followed:

  1. It must be reported immediately to Colleen Galloway (Covid Liaison), Toni West (School Site Liaison) or Carla Adcock (Human Resources).  Confirmation documentation will be requested.
  2. If the individual is on campus:
    1. Students will immediately be moved to a supervised isolation room and parent/guardian will be contacted to make arrangements for them to return home as soon as possible.  
    2. Employees will be sent home immediately.
  3. The individual will be instructed to isolate at home for 10 days from the date of the positive test or from when symptoms first appeared
  4. MCHS’s Covid Team will conduct a case investigation to identify and trace exposed individuals or  groups
  5. ACPHD will be notified and a COVID-19 Safe learning Case and Contact Reporting Form will be completed that includes a line list of contacts
  6. The community (staff, students, and families) will be notified about the positive case, consistent with FERPA and HIPAA privacy requirements.  Every effort will be made to protect the privacy of any individual who tests positive.
  7. Close contacts will be sent an exposure letter and told to quarantine for 14 days from the last day of exposure with the recommendation to contact their health care provider and consider testing.
  8. Any classroom or office used by the COVID positive individual will be closed off for 24 hours before cleaning and disinfecting.  If 24 hours is not feasible, wait as long as possible but no less than 2 hours.

If an employee or student has a household member or other close contact test positive for COVID-19, the following protocol will be followed:

  1. The close contact must be reported immediately to Moreau Catholic’s Covid Team
  2. The individual will be sent home or advised to stay home
  3. Individuals will be advised to follow quarantine instructions for a minimum of 14 days and to contact their health care provider and consider COVID-19 testing.
  4. If a COVID-19 test is taken and does come back positive, the individual will immediately report this to Moreau Catholic’s Covid Team and be instructed to follow isolation instructions for a minimum of 10 days from the date of positive test or onset of symptoms

If an employee or student exhibits symptoms the following protocols will be followed:

  1. Moreau Catholic’s Covid team will be immediately notified.
  2. If the student is on campus, they will be moved to a supervised isolation room and parent/guardian will be contacted to make arrangements for them to return home as soon as possible.  Employees will be sent home immediately.
  3. If the individual is not on campus, they will be instructed to stay home and isolate for 10 days and recommended to contact their health care provider and consider COVID-19 testing.
  4. If while isolating, the individual tests negative, they may return to campus if symptoms have improved, they have been fever-free for at least 24 hours without taking medication to lower a fever and they show a note from a medical evaluator verifying the symptoms were not due to COVID-19.
  5. If while isolating, the individual does not take a COVID-19 test, they may return to campus only if symptoms have improved, they have been fever-free for at least 24 hours without taking medication to lower a fever and they show a note from a medical evaluator verifying an alternative diagnosis.
  6. Any classroom or office used by the individual exhibiting symptoms will be closed off for 24 hours before cleaning and disinfecting.  If 24 hours is not feasible, wait as long as possible but no less than 2 hours.

Triggers for Switching to Distance Learning

The California Department of Public Health has established metrics for closing in-person instruction due to COVID-19.  Moreau Catholic High School would return to distance learning under the following conditions:

  • If we experience a 5% positive testing rate of the total number of teachers/students/staff within a 14-day period, the entire campus would close and we would implement a 14-day quarantine period.
  • We would only reopen after the quarantine period and the following have occurred:  
    • Deep cleaning and disinfection of the campus
    • Public health investigation  
    • Consultation with the local public health department
  • If 5% of students and teachers in a classroom test positive for the virus, the classroom will be closed and anyone in that classroom would be instructed to quarantine for 14 days.

Training and Education

All staff, students, and families will be trained and provided educational material in the following areas:

  • Enhanced sanitation practices, including washing of hands for a minimum of 20 seconds and avoid touching your mouth, nose, or eyes
  • COVID-19 symptom identification and health screening practices
  • Physical distancing guidelines and their importance
  • Importance of face coverings and their proper use, removal, and cleaning
  • How COVID-19 is spread
  • The importance of staying home if you have symptoms or someone in your household has tested positive 

Communication Plans 

Moreau Catholic has protocols in place to communicate with students, staff, and families about cases and exposures at the school, consistent with privacy requirements (FERPA and HIPAA).  

Regular communication with the school community includes updates on the school’s reopening plans and safety protocols, along with guidance and decisions regarding public health, safety, and educational concerns from the Alameda County Public Health Department, Alameda County Office of Education, Diocese of Oakland, California Department of Public Health, California Department of Education, and the Centers for Disease Control and Prevention.  This communication provides transparency, clarity, and accountability in our reopening planning and increases our community’s trust and confidence as we work together to promote the safe return to on-campus learning in the future.
